How GDS (Global Destination System) works?
Example: A travel Agent A has an Emirates Airlines exclusive deal, and a a travel agent B has a British airlines deal.
A could put Emirate airlines deal to B's GDS (via pseudo city code) and could put British Airways to A's GDS (via pseudo city code).

GDS providers combine these two (as travel agents) - they made agreement with travel agents, so when travel agents sell tickets to each other, they could negotiate on an airline to airline basis.

GDS companies also negotiate fares (with airlines) and then they made these available to the Travel companies.
